The government's 2020-2025 roadmap places digitalization at the heart of Togo's development. For its rapid implementation, the Government is committed to ensuring that 95% of Togolese have access to very high-speed Internet by 2025.
Société d'Infrastructures Numériques (SIN), created in 2016 and wholly owned by the State, is participating in the collective effort to achieve this goal by collaborating with the Ministry of the Digital Economy and Digital Transformation on its mission of digital development of the Togolese territory, by facilitating access to high-speed connectivity infrastructures.
SIN's main mission is to own and operate high-speed telecommunications infrastructures, including the Lomé Data Centre (LDC), in order to improve Internet connectivity in Togo, lower Internet access prices and create a favorable environment for the digital economy sector. In compliance with the legal and regulatory provisions applicable in Togo, SIN is required to set up viable public-private partnerships for the operation, management and maintenance of the assets in its possession.
Against a backdrop of strong growth in digital hosting requirements, the increasing power of service platforms and the opening up to newWith the growing number of customers (public, private, operators, cloud providers), the LDC is becoming a strategic link in the national digital ecosystem.
With this in mind, SIN has launched the recruitment of a Data Center Colocation Specialist, responsible for welcoming customers, managing technical spaces, coordinating interventions, and ensuring compliance with the quality, security and availability standards expected in a critical hosting environment.
This document defines the terms of reference for this position.
A. Purpose of the position
The Colocation Specialist is responsible for the operational management of services offered at LDC, with particular emphasis on colocation services. He/she ensures the availability, reliability and compliance of the critical infrastructure, in compliance with Tier III+ standards.
They welcome and monitor customers, coordinate technical interventions, supervise space occupancy, and guarantee quality of service in line with contractual commitments. Working with in-house teams, partners and service providers, he/she contributes to the performance, security and enhancement of LDC's service offering.
He/she will ensure an impeccable customer experience, high quality of service and optimal management of accommodation resources.
B. Responsabilité et Tâches
Reporting directly to the Lomé Data Centre Manager, the Colocation Specialist is responsible for the following tasks:
1. Critical infrastructure supervision
- Ensure continuous monitoring of power, cooling and security systems to guarantee optimal operation;
- Review and approve scheduled and planned preventive and corrective maintenance work/plans on critical equipment, in coordination with internal teams and service providers;
- Manage emergency interventions in the event of breakdowns or incidents, in collaboration with internal and external teams, and monitor the resolution of tickets until they are closed;
- Ensure rigorous application of physical and cyber security protocols in all LDC sensitive areas.
2. Colocation customer management
- Provide technical support to customers, from installation planning to equipment configuration;
- Supervise the provision of resources (racks, cable trays, PDUs, connectivity) according to quality and capacity standards;
- Coordinate with customers' technical teams for deployment, on-site support and management of hosted equipment;
- Guarantee compliance with SLAs (Service Level Agreements) and ensure reactive follow-up of customer requests and incidents.
3. Connectivity, interconnections and network management
- Coordinate all work carried out in technical rooms;
- Manage cross-connections, activate operator links and maintain customer links in technical rooms;
- Manage fiber and copper cabling infrastructures for internal and external connections
- Diagnose and resolve network and connectivity incidents, in collaboration with operators and service providers;
- Promote the datacenter's interconnection capabilities (operators, ISPs, cloud service providers, institutions, enterprises) as a lever for performance and competitiveness.
4. Quality monitoring, documentation and compliance
- Ensure compliance of facilities with Tier III+ requirements and internal security policies;
- Keep up to date all technical documentation relating to customer areas, work carried out and resource occupancy;
- Produce periodic reports on data center performance, technical incidents and maintenance operations.
5. Coordination with suppliers, service providers and subcontractors
- Collaborate with suppliers, service providers and subcontractors for equipment maintenance.
- Supervise technical interventions, monitor the execution of LDC extension or upgrade projects, and ensure compliance with technical requirements;
- Participate in the continuous improvement of operational procedures and monitoring tools.
6. Sales support and contribution to service offering
- Take charge of hosting requests and draw up the related technical offer in collaboration with the sales team;
- Participate in drawing up commercial offers for colocation and connectivity;
- Contribute to competitive intelligence and the development of colocation services.
C. Profile
1. Professional training and experience
- Hold a BAC+5 degree in telecommunications, computer science, electronics or electrical engineering from a recognized university;
- At least three (3) to five (5) years' experience in data center infrastructure management, ideally in a colocation environment;
- Hold or justify relevant certifications in the field of data centers;
- Excellent ability to interact effectively with customers, technical teams, suppliers and service providers;
- Togolese nationality;
- Be no more than 45 years old.
2. Skills required
Critical infrastructure management
- In-depth knowledge of data center installations (power supply, cooling, access control, fire detection, etc.);
- Mastery of operating standards and norms (Tier III, ISO 27001, ISO 22301, etc.);
- Good understanding of energy performance, resilience and physical security issues.
Network and systems skills
- Mastery of connectivity and interconnection concepts (TCP/IP, VLAN, switching, routing);
- Experience in managing high-availability services, including SLAs (Service Level Agreements) and quality of service;
- Familiarity with data center management tools (DCIM, SolarWinds) for facility supervision and capacity management;
- CDCP (Certified Data Center Professional) or CDCS (Certified Data Center Specialist) certifications desirable;
- Network (Cisco, CompTIA) and service management (ITIL) certifications desirable.
